There's another place you can do this. The Reeducation tower is connected by a long bridge to a roof/platform that usually has two guards on it, which are usually asleep. Just opposite the bridge is another bridge leading to another door. Go in it, move to the end of the room, look back and up, there should be a bluish semi circle like the one you jumped through. Jump through it and you on top of that room as well! Also, from the one I just described you can see the one you're on in this video.

There' also a "secret place" like this in Episode 7 and Episode 1. In episode one it is beneath the nightclub in the "Breaking and Entering" mission, and then in Episode 7, I don't know how this happened but i somehow go under the map. (That's also what happened in Episode 1 to.)
