Yeah this is normal cat behavior. The cat was trying to say to it's owner that it is ok to pet her around the head area and I believe they are ok with touching at the back, but they hate it when you touch them at their belly. This guy knows this and that is why he is going for those areas to aggravate her.
I know, right? My kitten, Solo, if I try to rub his belly, he will bite my hand. It's not abuse, he wants to play or snuggle and rub on my feet, which causes him to expose his belly. I can't help but pet it, and he bites my hand!

Haha reminds me of a cat in the shelter we got our 2 friends from. She wanted out so badly that she pretended to enjoy our company. But actually she just wanted to play nice so we would take her out. She bit me when I tried to pet her. Sometimes I regret that we did not take her - I love my 2 furballs (they actually like us instead of pretending) but she somehow could be me as a cat :)
These people leaving stupid comments need to get a grip. I do the same thing with my cat and this is how she PLAYS. She enjoys it. Unless someone is purposely hurting an animal, there's no reason for rude and nasty comments.

You need to get your vocabulary straight. Some people may take offense to this because your cat's behavior is common behavior among all cats, so they think you're calling ALL cats that act like this psychotic, including their own.
That's how I see it, anyway. If you used the proper descriptive words, you'd get less flack.

This can wasn't annoyed, she was playing. Wasn't hissing or rearing into a defensive position. Ears weren't flat either. Pointing out the twitching tail though was a good idea. Many people don't know that is a sign they are agitated.
@Canonpedua12 There is a sudden and distinctive twitch. Every cat I've ever known has had it. This was similar but not as constant or forceful. Admittedly none of my cats have ever twitched their tail like that when playing, they wave their tales full-swing and slowly. *shrug*
@XionEternum Ahhhh, we have this huge freezer that my cat likes to jump up on when it's treat time. So when we walk near the freezer she races as fast as she can up to the freezer and her tail literally shakes so fast it amazes me. I guess all cats are different cause I don't think I've ever caused my cats discomfort :s

Don't touch your cat on its back end then, it's not rocket science. How would you like someone grabbing your butt uninvited? You can tell with the cat's body language what it likes and doesn't like; she's communicating with you, you need to listen.
