The author, Hiromu Arakawa , has commented in the Artbook 3 of the manga, answering to fan questioning why isn't Mustang married to Hawkeye at the end of the Series "I can't get them married because of Military Regulations. If they get married, they can no longer stay as superior officer and subordinate".
