Welcome to the electronic age, where combinations exist.

The F13-19 keys are only shown on Mac keyboards (dumb ass designers). However, basically ALL OS's can use a combination of keys to activate shortcuts

SHIFT+F1 = F13. There's a lot of function combinations on a keyboard, and there are usually a bunch of them free.

SHIFT+ALT+F1, CTRL+F1, WIN (COMMAND)+F1....

It's not just limited to the F series, you can combine basically any key with the command keys.
