The President proposes a budget.

The Budget goes to the legislature for approval.

If they don't like it, they can AMEND the budget.

If the President doesn't like the amended budget, he can VETO it.

That's what he meant by "liquored up" - cheap credit provided by the Federal Reserve.

Cuts to the military budget? Never. Making a substantive change in the healthcare system? Only if you call giving someone $5,000 to pay for a $14,000 healthcare plan. Energy? Drilling offshore, in an environment where the US controls less than 20% of the world's oil, while demanding almost 40%. Only catch is that it'll take 10 years to see any oil, in an environment where China continues to expand.

It was even better when Judd Gregg just admitted that his minority team is only criticizing the budget without putting up any ideas of their own. He just admitted that's all they can do, so he's basically confessing the ones yelling out the loudest against the budget are the ones who can't deliver anything else on the table to possibly help President Obama.
