Because they killed him off in part 2 and Moustapha Akkad thought that people got tired of the same character over and over again so they came up with a new story.

Halloween 4 brought back Michael Myers. In my opinion I thought this was a great movie wheather it has nothing to do with Myers or not. that's the only reason people hate this movie because there is no Michael Myers.

Originally, after Halloween II was completed, the Michael Myers storyline was over. John Carpenter decided to create a horror anthology, each film would have a different story. The series was supposed to be called "Halloween", all of these stories would take place on Halloween or near Halloween. III bombed and the idea backfired. Carpenter abandoned the "Halloween" series, and another screenwriter wrote Halloween 4 later. There's more to it than that, but I don't have enough space here.

paradise makes a good point, they rights were bought out and that my myers came back, the main reason why myers came back was because halloween 3 made a poor job in theaters and people hated taht myers didn't come back. many ppl demanded myers to come back and mustapha to reconpenstae the low making on halloween 3 made myers come back to life and made halloween 4
