- BP falls under a reglatory body. It is a British company and not subject to our constitutional law
- The independent fund will be led by lawyer Kenneth Feinberg, not Obama.

He is bound by the Constitution and, as I stated before, NO PRESIDENT, has the legal authority to create escrow fund(s), nor the authority to compel any private company( in this case BP) to contribute the this fund.
