You're implying that every game on the Dreamcast was good (Or at least decent) and that couldn't be farther from the truth. Every generation of consoles has piles of shit that come with it.

it's the intro to the Dreamcast developement kit. would've been nice if they'd used that for the consumer system instead.

This is the Dev kit BIOS for the Dreamcast. It is different from retail versions.
