Michael Wincott played that role perfectly. In Halo 3 he became a delusional, fanatic leader who would stop at nothing to achieve salvation through his crumbling empire. Stamp's voice acting portrayed the New Prophet's character excellently.

He admitted that Michael Wincott portrayed a good performance, but he just didn't possess that EDGE that Stamp brought to the table.

Exactly. Big worlds like Coruscant are grossly under-represented with just a single senator, compared to the outer rim, and even simple cartels like the Trade Federation who have somehow forced their way into the Senate.
Proportional representation would make it much harder for violent factions to manipulate senators. And besides, weren't the Republic founded on trade, should protectionism and cartels really be allowed?

Yes, Padmé Amidala is the Queen, who eventually becomes Senator and marries Anakin. Throughout Episode I and at the start of Episode II, she has decoys disguised as her while the real Queen is disguised as a handmaid (Padmé).

Padme had a double and the double was posing as Queen of Naboo while the real Padme was posing as a servant of the Queen(The Padme that Anakin was always talking to).
