Actually, Obama's Inaugural Committee raised $41 million to cover much of it. A good chunk of the cost is security, and transportation for all the millions of people. Nobody really gave a fuck about politics until Obama ran. That is why everyone else had such cheap inaugurations.

George W. Bush brought back a number of his father's administration members but their foreign, and domestic policies can be seen as radically different.
Gates under Bush did as Bush wanted him, and under Obama has already requested the shutdown for Gitmo.
