It is a kitten. It is not doing anything remotely related to mating. Kittens do "that stompy thing" on their mom when they are nursing to keep the milk flowing. Cats do this to show contentment when they get older. So he is not trying to mate with the dog, he is just showing how happy and content he is.
THAT CAT IS RAPING THE DOG IN HIS SLEEP!!!
