It's a game called mugen in which people can make/program custom characters to fight against each other like in fighting games. Not sure how to get the specific files for these characters and for that user interface though.

Haha... there's a reason why Capcom limited you to 2 Gemini Lasers at once. And shouldn't QuickMan's dashing actually inflict damage? Maybe it's just me, but the scales here were really tipped.

I kinda agree with that. Quickman should be able to dodge the lasers easily, at least the first time they pass by.
