Not all Human languages have breaks between words and punctuation. In Thai, for example, a space indicates the end of a sentence. In old Latin manuscripts, no spaces or punctuation were used at all. I think the symbols are all phonetic letters, and the breaks indicate words. The punctuation either doesn't exist (maybe there's a word or suffix that indicates the end of a sentence) or is a symbol that is being mistaken for a letter.
