I have done that and made it to the top of the highest building quite a few times. I actually think it may be possible to jump up all the slots on the highest building with this cheat and make it to the top.

on pc you need to press cntl i recommend activating the natural talent cheat which will allow CJ to be a better biker, i hope you manage to thrive in your virtual biking lol
