Yeah but I would say in this case that this fox is probably used to see people around on the golf course. In fact, my dad saw a fox stealing golf balls during a game, so they're not so afraid of human.
Foxes don't usually attack so they shouldn't be scared they are afriad of people, but that might be a pup that lost its mom and is inexperienced of humans.
