Yes, you can get all of those on both game. But you can't get Lugia on Heart Gold until after you've beaten the Elite Four, same for Ho-Oh on Soul Silver. If you prefer Lugia, then go for Soul Silver. If you're really having trouble, you should get both. This is because you also get Groudon, Kyogre and Rayquaza, Kyogre on Heart Gold and Groudon Soul Silver. Rayquaza is only catchable if you get both on one game, so you should buy both if possible. It is also possible to get Latias and Latios.

yeah the pokemon vary, like in soul silver you need some antidotes in the start becuse of weedles. In heart gold you see caterpies whih can't poisen you.

you can get lugia and ho-oh in both versions, it's just that you get one later than the other depending upon which game. the only difference is that you can get kyogre in heart gold and groudon in soul silver, and a few other minor pokemon.

HeartGold I would say. Its exclusives are better. (Check serebii for the list) Getting soul silver for Lugia is f***ing stupid. You can get BOTH in both games. Its just you get Ho-oh earlier in Gold and Lugia earlier in Silver. I'd say its better to wait for Lugia so you'll have more resources to get a good one for yourself. The legendaries that ARE exclusive are Groudon (Silver) and Kyogre (Gold).

Before HeartGold and SoulSilver, there were only two other remakes and those were FireRed and LeafGreen. I hardly call that remaking a lot of the games. Plus, why not just play Diamond, Pearl, and Platinum which is part of the game generation as HeartGold and SoulSilver?

They are already making the fifth generation games.

Why shouldn't I of got it? Silver, Gold, and Crystal cartridge die after awhile unless you spend the money to buy a new battery.
