We don't know where Iba was, but since even Ikkaku looks up to Iba, we can assume Iba was 3rd until he left to become a vice-captain. Yumichika told Hisagi that he wanted 3rd but let Ikkaku have it and settled for 5th because 5 is almost as pretty as 3, while 4 is very ugly. Renji was 6th until he left. If Yumichika won't take 4th, someone has to be stronger than him to take it, and no-one is.
