It's convoluted, but ultimately was revealed in 2003 that Mitch had raped Viki & she conceived Jessica at the same time she conceived Natalie from Clint. He had Allison Perkins take Clint's daughter Nat to Roxy, so his daughter, Jess would grow up privileged.

Sounds like they may end up "Re-Bukeing" Jessica before this ends, though.
