How do we know that Bashar was not banished from his Home world because he was a criminal or insane, like General Zod and his rebels were banished into the Phantom Zone by Jor-El and the Kryptonian High Council? How do we know he was not exiled here on Earth like The Great Gazoo, from the Flinstones?
