I mean direct taxes will not pay for it. The direct taxes are already spent. The next place they get money is selling bonds to foreign central banks and such. That money will shrink. The next place they get it is from the Fed monetizing debt. ALL THE SPENDING INCREASES will be funded by monetizing debt through the Fed - in other words, through inflation.
The jump in oil also had to do with the futures contracts expiring yesterday. Short speculators, who had bet on a price decline, had to cover.
The easiest solution is to just dump Wall Street's problems caused by their own greed and incompetence onto the backs taxpayers. Meanwhile when the times were good, they are not interested in giving us a cent.
