In electronics class we made the thing at the beginning with a boiler ignition transformer a couple of rods and a variable speed fan to blow the arc up the rods
I wouldn't want to be caught doing that with a transformer quite that big; I'd use one of those small tar-sealed ones they used in England a long time ago.
