I too have a similar situation in Lake County Il. The highway commission did repairs on roads & culverts in my neighborhood. Then came the rains. Only to find out later
the yo-yo's had spliced in a section of 4" PVC pipe into the existing 12" culvert & foam filled it in place because (they say) a gas line was it the way & they had to go over it.
Then they replaced another perfectly good culvert with another one. & left the rotted out collapsed one that was next to it. Geeeeez!! "Good luck DW"
