Wow, never knew the inside tires had lugnuts too. I worked at a tire shop but we didn't have machinery to handle anything bigger than a 3/4 ton maybe a 1 ton truck. Nothing with tires that big though.
@AgentHog- Most places that sell truck tires should carry them, or at least be able to get them. We sell them for around $1.50 a piece. I could possibly send you some.
When you do several 11r22.5 in a day it gets easier. You don't hit yourself in the sack with the tire tools as much.

@coreym76- Not all buses/trucks have inner and outer lug nuts. This is something specific to this type of wheel.
