Monster Reborn is not busted. It keeps the game balanced. The whole "topdeck" thing is what sets yugioh apart from other TCG's.

I personally believe that CCV, Yata Garasu and Graceful Charity are busted.

I have only been playing since Machina starter deck came out, but IMO the top 3 busted cards ever would probably be 1. CED (Retarded is retarded, and you cant get more retarded top decking something like this) 2. Graceful Charity (if this card was limited right now Fabled would be ridiculous not to mention combining that with rescue cat) 3. Pot of Greed (even tho deep down I wish this card would come back hahaha)

Dark Magician is a level 7 monster with 2500 ATK and a no effect, but Summoned Skull is a level 6 monster with 2500 ATK and no effect! Now you might be able to make an argument over it's higher DEF and it's higher level possibly helping out with Synchro summoning, but 1 sacrifice is HUGE. I'd take Summon Skull over Dark Magician any day.

Painful choice is probably busted as well. Back in the pre-banlist era painful choice was one of the most used cards. It set up combos with BLS and Chaos Emperor Dragon. If it was in todays meta Lightsworns, Zombies, Vayu Turbo, chaos, and other graveyard base decks would go up in play. This card was rightfully banned.
