Their blown up satellite left a huge debris field that struck our NEW (2 yr old) satellite and crippled it, requiring USA to destroy it in the interest of safety & national security, which was costly $. There is no way to keep a missile launch secret with all the spy satellites of every country. Being honest and responsible was the right decision. Toxic/explosive fuel is used in all spacecraft, because the fuel must be able to burn in the absence of oxygen. spacecraft is designed to resist heat during lift off, & if a cloud of hydrazine got into the atmosphere, it would make waterboarding look like surfboarding for whoever got a wiff of the stuff.
