Well, technically it doesn't go down to the exact house. Now sure authorities can get warrants to get your specific address from your ISP. but also u must know, even with a vpn, there is a window of time where your real IP would be on the vpn servers, so technically, your not untouchable with a vpn, because the authorities can still get your actual ip from the vpn servers with a warrant. The main problem with torrent sites and downloading isnt the avererage user, as they arent really going to make a dent on the multimillion dollar/pound coperations (think of merchendise, ticket sales for concerts, theater tickets etc) its the people that download and make multiple copies to sell on the black market. The link between your modem and router doesnt change. Just think of your router as a computer. Thats all that is needed to know where you live.
