It was a deleted scene so it was never in the film, and she did wear that dress, look at the part of the film where pepper is saying "im on to you" and then Tony and Rodey come through the ceiling fighting you can clearly see her wearing the dress.

I agree it would seem out of character given how she was in the rest of the film.
