Cable ties are just useful, on the bike or just to have around.
But on the bike, they get used for mounting lights (eg. torch not designed for bike) and cam fixture - to handlebar or helmet; fixing wheel release in place (so mindless jerks don't undo it when parked); attaching stuff for carriage, eg. poles (for demo banner) to crossbar; mending broken stuff.
I suggest a couple of extra small clear plastic bags to go over the lights, sealed with a piece of tape or an elastic band.
And throw in a couple more of those little bags in the bottom of the bag you regularly carry, just in case. They (and cable ties) have fabulous usefulness-to-weight ratio.
