Technically, we didn't vote Bush in the first time. Gore had 500,000 more votes, but due to our flawed electoral college and some Floridian shenanigans it didn't take. The 2004 election was a joke, though... The democrats propped up the one corpse that seemed even worse than Bush.

the final decision in bush v gore was ultimately that a continuation of vote counting was a violation of Bush's rights given the way in which Florida conducts it's elections. They decided that the best option is to stop recounting. It's NEVER a bad thing to count the votes, as only then do you know the truth!! Both parties pulled nasty legal stunts to disallow votes from being counted.
