3+3+3+2+3+3+3 = 20. Not 13! There ARE 7 groups, but because they're all of three, removing one note doesn't make it 13/8. It would make it 13.3333.../8, which is silly to say by most standards. So you need to think of the "triplets" as 16th notes for anything to work. Where you get 20/16. (or 11/16+9/16) AKA really slow 5/4 grouped weirdly.
Time signatures ARE subjective though, and multiple things can be correct, so yeah. 13/8 doesn't make sense though.
