Yes he did, as a police officer you most gain control of a situation as quickly as possible before things get out of hand. At night in the middle of no where with back up miles away you can not take any chances.
the officer who tased the black man @ the end of the video. I think that he may have jumped the gun, just a little bit on tasing the suspect. yes, he had a warrant, but I don't think he was running quite yet.
