They want you to think there's something in Area 51, just like the allies wanted the Germans to think Patton had a big army in Dover. That's why they act all secret-this, doesn't-exist-that. The real secret is, it's just a decoy they slapped together out in the desert for the Russians to waste time studying.
It's long since outlived its purpose even as a decoy, since aircraft aren't as vital as they were in the 50's, and the Russians found out everything from their high-level moles anyhow.

The Russians kept silent about it because, if revealed, it could lead to extremists in the US government starting a nuclear war (which nearly happened anyway). Nowadays of course it doesn't matter what they say, people will still believe it's a secret base.
They're gradually trying to de-secrify it, letting it appear on documents and maps, etc...

U2 wasn't long secret, nor sr-71, and f-117 is completely useless in both reality and concept. None of them required the level of ultra-secrecy around area 51. I doubt KGB would have been fooled for long, even if they didn't already know the truth from their high-level moles.

What most people dont know is that the main gate and all the signs are actually a half mile inside of area 51. So when you think you haven't crossed anything and they cant detain you, you area actually already inside. Its setup this was so that legally they can search you and detain you even though you haven't crossed a sign or gate yet.
