This is really a sign of desperation by Russia if you have to draft men as young as 16 years old. Also, it is desperate that Russia has a draft in general. Also, as the report says only 1 in 3 Russian recruits meet the standards to join any military, but are still forced to join. This means you are drafting meantally ill, handicapped people to serve in you army. This is wrong and desperate : ), also this means you don't have enough men in your population .

RussianDefender - Every western modern country with a modern army has a physical entrance exam. The issue is that 1 in 3 Russian men of age to serve are not fit for duty, they have many health complications due to the break down in Russian health services mainly in the 90's but als today.

Also, you don't have enough healthy men of age to serve due to your declining population this is not good news with all of the territory Russia has to keep under control : )

This is no big suprise, for some time now Russia has been filling its's military ranks with students who don't want any part of the Russian military and people unfit for duty (drunks, handicap, etc.). Russia has a huge problem, when you have to draft people to serve because the Russian military is so horrible. Also, a big issue is Russia's rapidly declining population, what stable western country depends on militias? This is bad news for the Russian military.

in fact, except for Israel, the conscription army, obligatory military service was and is a problem for any developed country. so, many countries switched on professional army, others reduced the term of military service, introduced an alternative service, etc. as far as i know, Russia has some units and positions on professional basis. still, most of the army are regular recruits but they serve just 1 year. not too long.

This is also a problem for western armies. The US, for example, has to offer some very sweet incentives above and beyond basic pay, to get volunteers to join. Free university, preferential home loans, etc. There is also the complication that recruits don't want to end up on the wrong side of politically motivated blowback, because they preferred not be used for target practice, by the enemy, before they could return fire.

Being a convicted felon does not necessarily mean much by way of a misdemeanour, since, in principle, everybody is now a criminal yet to be convicted. Like putting the wrong envelope in the wrong bin, etc :-) I can't see the likes of Jeffrey Dahmer, getting recruited. Private Military Contractors are subject to the international protocols signed up to by the contracting country, they do not have a blank cheque to go and conduct mayhem.
