well he's wrong. the sound must have the same frequency when its source is moving. however sheldon is obviously lowering his voice when pulling back his head. the sound frequency's change is due only to its source move. he should have kept the same voice level throughout the whole head move.

The doppler effect is the lengthening or shortening of wavelengths of a wave (in this case, sound waves), due to the source of these waves moving either away from or towards the detector (in this case, people) respectively.

The change in wavelength also means there is a change in the frequency of the waves; in the case of sound waves, this means a change in the pitch of the sound.

In a simple way to explain it, when you hear an ambulance the pitch of the siren sounds high when it passes next to you but as it gets away from you it starts to sound more low and deep, because the waves "left behind" a much wider. When you're on the street and a trailer passes quickly it sounds like nheeeooooOOUUMM!! LOL That's the Doppler effect. That's why the bands on Sheldon's shirt are thinner in the middle and wider on the sides.

The Doppler effect has to do with how wavelengths change depending on how you are moving towards or away from the source. They get shorter if you move towards the source and longer if you are moving away from the source.

When an object moves towards or away from something, light (or sound) waves a 'squashed' or 'strected'. So when a race car for example, come tawards you, the sound waves are being 'squashed' making a higher pitched noise. The when the car is moving away, they are being 'streched', making a lower pitched sound.  That is why Sheldon is making that noise.
