well he's wrong. the sound must have the same frequency when its source is moving. however sheldon is obviously lowering his voice when pulling back his head. the sound frequency's change is due only to its source move. he should have kept the same voice level throughout the whole head move.

The Doppler effect has to do with how wavelengths change depending on how you are moving towards or away from the source. They get shorter if you move towards the source and longer if you are moving away from the source.
When an object moves towards or away from something, light (or sound) waves a 'squashed' or 'strected'. So when a race car for example, come tawards you, the sound waves are being 'squashed' making a higher pitched noise. The when the car is moving away, they are being 'streched', making a lower pitched sound. That is why Sheldon is making that noise.
s label means source , the whole thing is based on relative velocity, but this formula is only for constant frequency of the object, what would happen if the frequency is changing meanwhile there's a relative velocity to the observer of for example -30 m/s
