Might I also remind you that the Chinese anthem was written during the Japanese invasion of China. So, yes, they were preparing for war- a war against an inhumane and unsolicitated invasion from a brutal, psychotic Japanese army.
March Of The Volunteers (Chinese National Anthem) was first written in 1935 when the Japanese were launching a full scale attack at China, this song was meant to boost the morale of Chinese troops. Later when China became a People's republic, Mao ZeDong took that song as the national anthem of China.

Up to now they are still denying their war crimes (731, massacre in Nanjing, raping of women, also the competition of man slaughtering.)
