Hey silly, 192.* is a local IP :)

You need to find the Global IP for the server. Anyone trying to connect to the IP you gave will not work, as 192.* IP addresses only works on the local PC.

to make someone else an admin yust give them the recon password and then they yust type: rcon_password (the password) and then they yust type rcon and the command they want to change
