Every where in the world, traders hoard goods. This is an Economics/Market Competition (cartels) issue. It is up to the government to curb this problem but in Nigeria nothing works. As mentioned earlier Nigeria sustains anything detrimental to the population. As for your claims of "hoarding goods" I doubt that it is political however it will be interesting to see a reliable article on it. An economic strangulation on Nigeria by Biafrans will be interesting.

Don't be daft it is not really an issue of corruption. It is their goods after all. It becomes illegal once a law (anti-competition act) banning it for consumer protection has been put in place and at times it becomes difficult to monitor/regulate anti-competitive behaviors. Certainly since you are more precise and refer to the traders at the war period, then you can expect that it would have been a more complex situation for the government to manage at the war period.

Those Igbo in the Northerners' Nigerian government smaller posts were only used. It is easy for the Northern oligarchy to find "men with low mentality" (as Fela Kuti put it) amongst your people and put them to work by giving them money.

Perhaps okoroman, onyibeb, biafran7 should tell us which diivided group of Biafra they represnt. Is that Ralph Nwazuruike or the Mathew Uzukwu faction? Although most them where under colonial influence, Nigeria today, is more recognised and regraded on the international stage than the five countries(Ivory coast, haiti, Gabon, Zambia). Unfortunately, Ivory coast had her own taste of civil war and my country Nigeria sent peace keepers which consist of soldiers from all parts of united Nigeria.
