That' has been BP's plan all along to use the proceeds from this well to pay off any particulars related to this disaster. They want to refine as much of the oil as possible until the relief wells are completed. They most likely figure that they can buy their way out of the enviormental & economical using profits from the well and insurance while putting together a mass media PR (buying off experts, influencial people to propagate their propaganda) project for that task.
