The same vid is posted as a mine clearing detonation that went unexpectedly strong. There was a sunken ammo barge from WW2 next to the mine, that went off, too.

Sounds quiet likely to me. First, the camera man starts running at the end (indicating something went wrong) in that other post. And second, if they had known they would have taken position further away (danger of debris and from that underwater shock wave). Plus there is a lot ammo from WW2 dumped in european waters.
