google agent provocateur g20 and you'll see even the police in the past have admitted to disguising themselves as protesters and inciting violence so that they have an excuse to crack down on peaceful protesters. They don't want you to express your freedom of speech or expression. But they can't violate it without violating the constitution. So they need an excuse. Hence the reason why they use "agent provocateurs". You can't rule out the possibility of the use of agent provocateurs.
