I make my own. I take a big plastic bag (transparent), make a circle out of a steel thread, a cross inside it with cotton drained in lampoil in middle, tape it at the bottom of the bag, and then its just to fill it with hot air and wait. Like in this video. Very easy to do and looks good.

My son and friends observed these while in Thailand and have successfully made/launched them. Basically, it's lightweight paper, light wire frame, wire, a cut half roll of toilet paper soaked in wax.
