I've been listening to Irish music for 35 years, been to Ireland in the mid 1970s; met Micho Russell, Seamus Ennis and the Keenan family (Paddy's family, but not him), yadda-yadda-yadda. I believe it is a overton or harper tin whistle

if you look closely you will see that it has six finger holes as usual.And there is no hole at his right pinky , i think he is only using it for support of the whistle.

I'm pretty certain that it's an SZBE whistle. They are made in Japan and I know Hatao plays them. And from what I can see the appearance is consistent with that of an SZBE.
