You can achieve the tilt-shift effect and customize it to your shot in photoshop, but nothing has the resonance of the real lens. To create it on a time-lapse production, make your photoshop customization an 'action' and batch run the action on your sequence. While the lens is better, using digital software tools can allow you to customize the tilt, effectively letting you run the focus line in the direction that caters to your shot.
