Often, young sons of prominent members of high society would be posted as midshipman on board capital ships, and a Captain would certainly not risk using harsh punishment on those particular midshipman lest they lose any potential political favour. In someone like Hornblower's case, the son of doctor, all was fair game I suppose, haha.
