He can be found in random taverns all around skyrim you just have to be lucky cuz he can be everywhere :S

yeah this is defo the my fave quest it's just so funny and gets you about a bit i ended up doing this about 10hrs or less into the game and then even after 100+ hrs play i still had random people coming up to me in the middle or nowhere saying i got them to do this or i did something completely mental.

@mattnorway I saw him at the bee & the barb. Also, I think it is a misc quest, so (again, I think) that you can press a(Xbox),x (ps3), or e (PC) to highlight it & put an arrow on the map & compass. hope that helps.
