Sithis is not Deadra nor aedra, he is not a Divine either he is from another form of existence. there really is not much known about Sithis, only descriptions of his presence like "void, chaos, darkness, silence," to be honest he reminds me of the Grim Reaper, the middle man, but changed slightly for the elders scroll story, though thats what he closes resembles.

He's some sort of extra dimensional being, unknown.

The gathering of souls enhances his power, probably to one day enter the mortal realm. Though doubt Bethesda would have something crazy like that in a Elders scroll game, though Dagon in Tamriel was pretty nuts. XD
