Your mind probably can't handle seeing the disks "properly" as 2 sides/pictures, so it decides to say as if it was one picture. What i mean is that one side of the disk replaces the other side of the disk so fast, your brain doesn't want to be too "complicated" Otherwise, you would get super busy. @cjman313212 i dont know if its the one your thinkin of, but i think i saw a movie where someone had this but it was a bird on one side and a cage on the other, so spinning it showed the bird in the cage.
because our eyes leave a picture image if we stare at it long enough like looking at the tv and closing your eyes you can see it...so by looking at both long enough they will stay on the white circle and look like a complete flag! :D woot! that was pretty cool actually.

Perception of vision keeps the image of the stars within the optic nerve whilst the card spins and shows the stripes, at which point the eye sees the stripes but also the stars from earlier showing the entire flag. The card then spins again and the process repeats.

Image retention on the retina. Basically the retina can't keep up with how fast it's going and it appears to be there but it isnt.

it works because your eye "remembers" the prior image for just enough time to see the next and merge them,
other variations include the zeotrope drum which is fun to do animations for. Precursors to modern day movies
