In fact the captain _was_ allowed to land on 17C. By declaring an emergency he gets to decide where he's landing. He's covered legally. He should've told the tower "Unable. We're landing 17C, clear the runway."

In the reported case here the controller, and this FAA supervisor mentioned as involved, clearly need retraining and reassignment to far less active locations.

good god almighty! what the hell was wrong with the tower? the pilot of t he 757 is pilot in command of HIS airplane... he is only accepting guidance from the controller and the tower really "controls" nothing.. as 19truth53 said, "drive straight in and put it on any runway..."

Flying is safe except for the people in the cockpit and the air traffic controllers...wait...the two most important factors in flight safety, flight crew and ATC, are lacking....unacceptable!
