I understand AMTRAK CONFERENCE CAR is used by their executives, FRA members or employees, and rail inspectors. I also understand it could be leased for private trips either business or pleasure, on NEC and other AMTRAK routes. Is not it ?

It is one of the 19 Metroliner cafe/club cars. Of the 19, one was turned into that conference car, one is preserved at the railroad museum in Strausburg / Harrisburg, PA [Penn Central scheme, original equipment, etc], 9 were scrapped, and the other 8's whereabouts are unknown... mostly. I think I saw one twice last week... MAYBE.
