is an Elite who has done amazingly well in battle. They appoint him to the rank Arbiter. (Hence the invisibility, Energy Sword and Epic Suit xD)

the arbiter isnt 1 specific person(alien) throughout the whole halo story in all games.... "arbiter" is a title... it states so in halo legends.

the spartans were few in numbers there were only 33 spartan 2s , plus they were going up against the covenent who has better technology on top of that they were glassing reach from space and they were fighting them on the planet reach , and there technology with glassing planets can dissengrate a entire city. they had to evacuate civilians and on top that protect the bases , while trying to survive planetary bombardment , and ground forces.

@ELITEWAFFLES9 The arbiter becomes the arbiter by wearing that special armor. Remember in Halo 2 there is the mos ilium of the Arbiter which is where the bodies of the past arbiters are. This is just one of the past Elites who was chosen to be the arbiter, it's not the same elite from the Halo series.
